SEDC Background Paper: The Importance of Smart Charging – April 2017

The electrification of transport is vital to reduce CO2 emissions and overall air pollution. Electrified transportation, also known as ‘e-mobility’, has the potential to be a significant source of flexibility in the overall energy system, helping the grid to integrate more renewable energy in a reliable way.  Smart charging thus has the potential to allow electric vehicles to work in harmony with the grid, acting as a form of demand response, rather than simply additional demand.

 

With the right business model and consumer tariffs smart charging makes much more sense for a vehicle owner than normal charging. It will increase the EV penetration rate without affecting the current grid infrastructure, and will maximise the integration and use of renewable energy.

Position Papers

  • Empowered energy consumers can contribute to a clean, secure and efficient energy system. Yet, many restrictions still hinder the activation of flexible demand across Europe. As price spikes and negative prices are increasingly frequent, sending clear signals on when and where there is a need to shift or cut energy demand or consume locally produced renewable energy is an urgent priority. This will benefit both the cost-effective systemic transition to climate neutrality and the reduction of all consumers’ energy bills, from households to large industries To contribute to an impactful legislature 2024/2029, smartEn has identified 6 top priorities that would strengthen the EU competitiveness, security and sustainability with efficient and flexible consumers as the driving force.

  • This paper serves as a comprehensive toolkit, providing essential information on why flexible consumers matter for the transition to a cleaner, more resilient and competitive energy system. Through the successful regulatory efforts at EU level, groundwork has already been laid to support the smart electrification of our energy system with consumers’ flexibility. This must be implemented now across all EU Member States. This paper is the contribution from the Flexible Demand Management Industry to support politicians and campaigners and inform electoral debates ahead of the European Parliament elections in June 2024.

  • The energy price hikes experienced in the European Union throughout 2022 prompted the Commission to propose a revision of the Electricity Market Design (EMD) to better integrate renewables, enhance the role of flexibility and empower consumers. The energy crisis would have been softened if key provisions supporting the uptake of demand-side flexibility from the 2019 EMD framework had been correctly implemented by Member States, which is not the case yet . Efforts to implement these existing provisions should be accelerated, not questioned. The proposal from the Commission in March 2023 goes into the right direction by complementing and strengthening the fundamentals of the 2019 EMD with measures to further empower consumers and reward them for activating their flexibility, while ensuring a reliable and clean energy system. This document aims to provide a comparative analysis on positions of all EU institutions (Commission, Council and European Parliament) in view of inspiring trilogue negotiations to reach a final deal.
